NATIONAL INSURANCE DATABASE: STEPPING UP ADMINISTRATIVE REFORM

Towards the goal of building a modern, transparent and effective Vietnam e-Government, the Government has issued Decree No. 43/2021/ND-CP ("Decree 43") regulating the establishment installment , management, exploitation and use of the Vietnam National Insurance Database ("database"), effective from June 1st, 2021.
Accordingly, the Vietnam Social Security ("VSS") has charge of building and maintenance of a database containing information of citizens across the country, categorizing into 09 groups of information including personal data; contacts of citizens and households; social insurance, health insurance and unemployment insurance; basic information of the employer, etc.
Information is developed and exploited from sources such as the national database on population/business registration, or extracted, selected and synchronized from data of VSS, Ministry of Health, and Ministry of Labour - Invalids and Social Affairs.
The main purpose of the database is to serve specialized ministries and agencies in state management duties. Additionally, organizations and individuals are also allowed to exploit and use their information or the personal information of others if that person agrees under the law. When extracting information of individuals and organizations from the database, the extracted data is digitally signed by VSS and has the same validity as certified documents provided by the competent authority.
From the employer's perspective, the database will bring many practical benefits, especially in accessing and managing information from employees completely and accurately, as well as minimizing unnecessary paperwork.
